Head

Fatima-teena Swomen is an accredited member of the Nigerian Institute of Public Relations (NIPR) and a member of the Nigeria Union of Journalists (NUJ). She started her career as an Information Officer with the Authority and rose through the ranks to her present position. Mrs. Fatima-teena Swomen has years of experience in Public Sector Communications, Media Relations, Crisis Communications, Stakeholder Engagements, and Community Partnerships to advance the Authority’s mandate—a dedicated public servant, committed to delivery, accountability, and government communications.

Brief History

The Public Relations/Information Division is a specialized Unit of the Federal Capital Development Authority (FCDA), which is under the Office of the Executive Secretary.

The Public Relations/Information Division is saddled with the task of projecting and promoting the corporate image of the FCDA, highlighting the priorities for the Management and working out strategies for achieving the desired objective i.e. informing FCDA’s internal and external public of how far the Authority has gone in her mandate of building and maintaining a viable Federal Capital City for the country.

Functions

Structure

The Deputy Director (Public Relations/Information) is the Administrative Head of this Division and is assisted by 2Nos Assistant Directors and 2Nos Chief Information Officers as Sectional Heads of four (4) Sections under the Division. The FCDA PR Division has the following Sections:

  1. Publications/Research and Library
  2. Press and Public Relations
  3. Planning and Evaluation
  4. Public Enlightenment and Audio-Visual.

The four (4) Sections and their functions are as follows:

1. PUBLICATION (RESEARCH AND LIBRARY DIVISION)

a. Publication Sub-Section

  • Production of brochures, Bulletins, Banners, Flyers and Billboards.
  • Writing of supplements highlighting FCDA’s activities
  • Production of FCDA Publications
  • Preparation and placement of Advertorials both print and electronic media.

b. Research and Library Sub-Section

  • Documentation:
  • Gathering information materials from relevant sources for purposes of research and documentation.
  • Maintenance of a Standard Library
  • Maintenance of a Standard Photo/ Film Library
  • Production of Documentaries for the Authority.
  • Research:
  • Handling of Research for all publications,
  • Liaison with other sections on matters involving research findings
  • Compilation of our past publications for documentation purposes.
  • Management of the FCDA Website (Content) and all other social media handles e.g. X, WhatsApp and not restricted to the above mentioned.
  • Production of Jingles and Documentaries.

2. PRESS AND PUBLIC RELATIONS DIVISION

a. Press Sub-Section:

  • Speech writing
  • Review of Daily Newspapers/ Magazines and keeping of Press cuttings.
  • Monitoring of news stories concerning the FCDA on Radio and Television and all Social media handles
  • Organizing Press Conferences and Briefings
  • Rejoinders
  • Compilation and Publishing of press cuttings/speeches.

b. Public Relations Sub-Section

  • Internal Public Relations:
  • Preparation and production of in-house newsletter
  • Awards (Staff)
  • Production of mementoes/ corporate Gift items.
  • External Public Relations:
  • Arrangement of Press Dinners/ Luncheons and other frequent liaison with the Press.
  • Issuance of regular Press Releases.
  • Trade Fairs and Exhibitions
  • Production of jingles, and advertorials for print and electronic

3. PLANNING AND EVALUATION SECTION

  • Planning and Development of Public Relations programmes and strategies.
  • Setting precise and measurable objectives as the basis for all public relations activities
  • Budget planning and logistics
  • Project monitoring.
  • To evaluate time efforts and resources invested in various programmes of activities.
  • Project monitoring
  • Handling of all Annual Report

4. PUBLIC ENLIGHTENMENT AND AUDIO-VISUAL SECTION

a. Public Enlightenment Sub-Section
(i)    Government Relations:
  • Explaining Government programmes at the grassroots
  • Making contacts with opinion leaders at the grassroots for effective two-way communication,
  • Production of feedback report,
  • Liaison with the National Assembly, FCT Area Councils, and other Government Agencies and Parastatals both at the National and State levels.
  • Handling of film production, film projections, and film reviews.
(ii)    Community Relations:
  • Handling Community-related projects that would always project FCDA as a good cooperating citizen.
  • Instituting awards in institutions of learning including debates, quiz competitions, sports promotion, and endowments.
  • Donation of trophies to communities and schools for various sporting or social activities.
  • Handling of Community Relations activities.

b. Audio-Visual Sub-Section

  • Production of all official photographs on behalf of the Authority
  • Keeping records of activities of FCDA as regards photographs, films, videos et al.
  • Production of suitable pictures for use in publications, websites, mementoes, et al.
  • Handling of film production, film projection projectors, and film reviews.
  • Handling and maintenance of P.A. equipment and accessories.
